Achieving inclusive AI - a paper issued by ICC

08/07/2025

With AI becoming more and more involved with trade finance, the ICC has issued the following paper.

Artificial intelligence (AI) holds immense potential to accelerate economic prosperity and development. Yet, with an estimated one third of the global population remaining offline, its benefits risk being unevenly distributed. This policy paper sets out practical building blocks for inclusive AI, the role and responsibility of governments and businesses, and recommended policy actions to foster inclusive development and adoption.

The paper outlines key recommendations for businesses and governments to bridge the AI divide and drive sustainable, inclusive development. These include:

·     Investing in foundational infrastructure such as clean energy, broadband connectivity, and sustainable data centres.

·     Expanding access to high-quality, interoperable public data and compute capacity.

·     Ensuring inclusive digital education and workforce training across all levels.

·     Promoting homegrown innovation, including linguistic inclusion and support for local AI ecosystems.

·     Adopting national strategies that align with international ethical frameworks.

·     Updating regulatory systems around data governance, privacy, and cybersecurity.

·     Integrating international AI standards into public procurement.

To close the AI divide and ensure the benefits of AI are shared broadly, the paper calls policymakers to lead international cooperation on AI capacity-building, ensuring that developing countries can meaningfully participate in and benefit from the AI revolution.
